NCAS Bilingual Administrative Assistant (Cat 4)

As an integral member of the Nursing Community Assessment Service (NCAS) at the BC College of Nurses and Midwives, your key duties will be to provide day-to-day and project-related administrative support to ensure our growing organization can meet its ambitious goals. 

This will be an ideal role for a confident, adaptable self-starter who can communicate fluently in French and English.

Who we are

The Nursing Community Assessment Service (NCAS) is part of the BC College of Nurses and Midwives. BCCNM is empowered under the Health Professions Act to regulate the practice of all licensed practical nurses, nurse practitioners, registered midwives, registered nurses, and registered psychiatric nurses in British Columbia. Regulation helps to protect the public by ensuring that professional care or service received by the public is competent, ethical, and meets the standards that society views as acceptable. NCAS operates as a unique and independent unit within BCCNM. 

BCCNM launched NCAS in January 2017 to assess the competencies of professionals seeking to enter nursing practice in BC and other parts of Canada. NCAS is a testing service that regulators rely upon to determine if someone is safe to enter practice. Our high-stakes assessment is comprised of a computer-based test that is administered at testing sites all over the world, as well as a simulation-lab and oral assessment that are delivered in Vancouver and Halifax. The NCAS assessment represents a consistent, rigorous, and defensible approach for determining the extent to which individuals possess the competencies required to enter practice safely.

Our office is located at 200 Granville Street in downtown Vancouver and on the unceded territories of the Musqueam, Squamish and Tsleil-Watuth nations. This position is ideal for an individual who is comfortable working in a hybrid remote and in person environment.

As per the Collective Agreement with MoveUP Together (COPE Local 378), the responsibilities of the role will include the following:

  • Responsible for planning of events such as workshops, focus groups, general meetings, training, and travel – identifies locales, confirms attendees, books rooms, refreshments, etc; makes reservations – hotels, flights, meeting rooms, cabs, etc. may negotiate rates
  • Provides administrative support to all NCAS staff and projects including drafting agendas; taking minutes; communicating verbally and in writing to answer inquiries and provide information; scheduling meetings and appointments; attaching relevant files as required
  • Edits and formats documents for spelling, grammar, and coherence in accordance with BCCNM Style Guidelines and NCAS templates; and compiles and organizes information
  • Composes replies to routine correspondence; writes, proof reads and prepares a variety of reports, records, statistics and statements, meeting minutes and other written materials; and ensures high quality deliverables. Assembles and/or formats data, reports, presentations or surveys in accordance with BCCNM policies and procedures. Creates, processes and maintains a wide variety of files, records, spreadsheets and related materials in accordance with BCCNM policies and procedures
  • Processes a variety of financial transactions including preparation and submission of receipts, expenses, invoices, bills, and purchase orders
  • Performs data entry to process materials such as registrant records, employer reports, and financial information. May perform other data processing functions
  • Maintains the department website and data management system
  • Maintains confidentiality
  • May be required to order office stationery supplies and services

This role provides advanced administrative assistance to the Director of Assessment, Innovation, and Operations. In addition to responsibilities listed above, specific program related duties for this role will include the following:

  • Organizes, and updates NCAS’s procedures and policies, training materials, forms, and templates
  • Develops and maintains subject matter expert and field-testing pools
  • Schedules meetings and events such as pilot and field testing of exams as required
  • Data entry into a variety of programs, and produces regular statistical reports for team tracking
  • Processes subject matter expert and field tester invoices

Education & skills

Our ideal candidate will:

  • Have at least four years of related experience, and carry at least a secondary, high school diploma and business college certificate, or equivalent
  • Bilingualism (French as a first language preferab​le) is essential
  • Demonstrate advanced skills in standard office softw​​are applications, in particular, Microsoft Office Suite (Word, Excel, PowerPoint, Outlook and Visio)
  • Be able to type at least 60 wpm
  • Have experience in client service or customer outreach as well as a variety of stakeholders in both French and English
  • Have experience organizing all logistical aspects of meetings and workshops (preferably in person and online)
  • Demonstrate ability to take initiative and exercise independence of judgement with minimal supervision
  • Be able to organize and prioritize own work with minimal supervision
  • Abilityto deal effectively and efficiently with members of the public and staff​
  • Ability to follow policies, procedures, practices, and directions as related to the duties of the job
  • Maintain confidentiality and discretion of information received while performing regular work functions
  • Effective communication, collaboration skills and customer service skills
  • Fosters and maintains an organizational culture that promotes mutual respect, teamwork, and service excellence.
  • Experience working in health care is an asset
