On April 4, 2020 a panel of the Inquiry Committee approved a Consent Agreement between BCCNP and Dumindra Kandana Arachchige of Winnipeg, Manitoba, to remediate practice issues related to adherence to care plans, communication and collaboration, conflict resolution, case management, critical thinking, wound care and documentation. Complaints arose from two employers from August 2017 to July 2018; in both instances the Registrant resigned when practice concerns arose. Specifically, the Registrant failed to adhere to care plans on three occasions, left medications and medication and treatment carts unattended on one occasion (each), made two documentation errors, hung the wrong IV solution once, had unprofessional communication with at least four clients, discharged a client with a longstanding diabetic ulcer from home care leading to deterioration of his wound, and demonstrated insufficient knowledge about wound care practices. The Registrant's colleagues reported ongoing challenges with collaborative care.
The Registrant has voluntarily agreed to terms equivalent to Limits on practice, including a reprimand for failing to follow care plans, coursework in communication, collaboration, ethics and professionalism, documentation, critical thinking, and conflict resolution. Should she return to practice as an RN, she is Limited for one year from being the sole RN on duty, being in-charge, or doing case management. She must also develop and utilize a Learning Plan, complete a five-month period of Supervised Practice and review the identified practice concerns with a BCCNP practice consultant. Should she successfully complete NP education and obtain licensure, she is Limited from being a sole practitioner for one year and must complete a period of Supervised Practice for her first 80 shifts.
The Inquiry Committee is satisfied that the terms will protect the public.
