Consent agreement

​On May 12, 2020 a panel of the Inquiry Committee approved a Consent Agreement between BCCNP and Xue Yan Zhang of North Vancouver, BC, to remediate practice issues related to assessment, documentation, and communication with members of the health care team, and conduct related to breaches of an existing Consent Agreement, all occurring in 2017.

Ms. Zhang has allowed her practising registration to lapse and is not legally entitled to work as a nurse in BC.

Should she be reinstated to practising registration, the Former Registrant has voluntarily agreed to terms equivalent to a condition on practice, including:

  • agreeing not to apply for employment or actually work on a high acuity unit in perpetuity unless and until certain terms are met, at which point the limit will be lifted;
  • limiting her from acting as sole RN or equivalent for three years of full-time nursing employment (or 5200 nursing hours)
  • limiting her employment to one employer for 12 months on one specific unit;
  • undergoing a comprehensive skills evaluation and subsequent supervisory mentorship for 6 months;
  • developing a Learning Plan with goals related to conflict resolution, anger management, RN/LPN professional collaboration, and accurate documentation;
  • undergoing a Regulatory Practice Support Consultation;
  • completing remedial education related to anger management, professional communication, inter-professional team communication, documentation, and caring for the deteriorating patient;
  • consenting to a public reprimand for breaches of her July 5, 2017 Consent Agreement. This is the second time Ms. Zhang has breached the terms of a consent agreement, raising concerns about her willingness to be governed by the regulator. 

The Inquiry Committee is satisfied that the terms will protect the public.
