Consent agreement

​​​On September 29, 2022, a panel of the Inquiry Committee approved a Consent Agreement between BCCNM and Xiaofang (Sophie) Huang of Richmond, B.C., to remediate various practice and conduct issues. Between November of 2019 and June of 2020, the Registrant's practice included concerns related to failing to safely administer medications, monitor IV infusions, conduct and document appropriate assessments, interventions and responses to interventions, recognize and respond appropriately to a deteriorating patient, and failing to respect the rights of a patient to make an informed decision to refuse care. In December 2020, clinical concerns in a new setting were observed over three buddy shifts including not securing access to Meditech prior to shift and failing to adequately document. Between July and August 2021, additional concerns arose with a third employer, namely, improper catheter insertion, medication administration, and a failure to engage with educator feedback. In addition, the Registrant failed to abide by her Interim Undertaking on two occasions by neglecting to disclose the allegations to new employers during investigation and failed to abide by a prior May 2021 consent agreement requiring she work under mentorship for six months. 

The Registrant has voluntarily agreed to terms equivalent to a limit and/or condition on their practice, including: 

  1. A suspension of nursing registration for 2 weeks.

  2. A condition requiring significant education be completed.

  3. ​A limit prohibiting them from being the sole regulated nurse (RN/LPN) on duty, working In-charge of their unit or facility, supervising students, or orientating new staff members for 6 months and working night shift for 3 months.

  4. A limit requiring additional orientation and indirect supervision of nursing practice for 4 months.

​The Inquiry Committee is satisfied that the terms will protect the public.​
