Consent agreement

On March 17, 2024, a panel of the Inquiry Committee approved a consent agreement between BCCNM and Eskhander Balawag of Surrey, B.C., to address practice issues that occurred in May 2023 while working under direct supervision in the healthcare setting. The practice issues included: falsifying clinical records, failing to provide appropriate clinical care, failing to follow physician orders, failing to document in a complete or timely manner or at all, failing to follow proper medication administration procedures, failing to respond to urgent clinical concerns, failing to use aseptic technique, failing to follow facility policy, procedures, or guidelines, and having previous similar conduct and competency issues with no improvement despite significant remedial education and mentoring. 

The Registrant has voluntarily agreed to terms equivalent to a limit and/or condition on their practice including: 

  1. A suspension of their nursing registration for three weeks.

  2. A public reprimand.

  3. Limits on his practice that requires him to work for one employer and on a single unit in the practice environment; and prohibits him from practising in critical care areas, being the sole RN on duty, being the nurse in-charge, working night shifts, having regulatory oversight of students, and orientating new staff members.

  4. A period of both direct and indirect supervision of their nursing practice for a minimum of three and half months.

  5. Remedial education in ethics and boundaries, and documentation.

  6. Developing a learning plan, which will be shared with their employer and with BCCNM.

​The Inquiry Committee is satisfied that the terms will protect the public.
