Consent agreement

​On Oct. 6, 2025,  a panel of the Inquiry Committee approved a consent agreement between BCCNM and Qingjun Sheng of Surrey to address practice issues that occurred between November 2022 and April 2023, related to failing to follow COVID screening prior to reporting to work, a pattern of medication administration and documentation shortcomings, and breach of their undertaking with the college to report any change of employment.

Medication administration and documentation are foundational skills critical to public safety and the college relies on all registrants to abide by any agreed terms with the regulator to advance public protection. The registrant has voluntarily agreed to terms equivalent to a limit and/or condition on their practice, including: a two week suspension, supportive limits on their practice, remedial education, and a period of supervision in the workplace. 

The Inquiry Committee is satisfied that the terms will address the professional and practice concerns that arose and will protect the public.
