Consent agreement

​On July 5, 2017 a panel of the Inquiry Committee approved a Consent Agreement between CRNBC and Xue Yan Zhang of North Vancouver, to remediate practice issues during the time period of January 2015 to July 2016 related to: unsafe medication administration; intentful disregard of physicians' orders related to the route of administration for Hydromorphone; intentful documentation of the incorrect route of Hydromorphone administration; unprofessional communication; reluctance pertaining to duty to provide care especially related to the RN and LPN scope of practice and care model; and applying and interviewing for nursing positions that were in direct contravention of the Limit on Practice.

The Registrant has voluntarily agreed to terms equivalent to limits and conditions on practice, including: agreeing not to apply for or obtain employment in high acuity settings; agreeing to not be the sole RN on duty; consenting to a reprimand for contravening her existing limit on practice, and for administering a medication intravenously without an order; completion of remedial education related to professional ethics, safe medication administration, professional communication and anger management; a CRNBC Practice Support consultation and completion a self-assessment identifying the circumstances leading to the current issues and preventing their recurrence; engagement into a robust learning plan; providing monthly reports to CRNBC; and disclosure of the Consent Agreement to colleagues and any future employers for oversight purposes.

The Inquiry Committee is satisfied that the terms will protect the public. ​
