On July 12, 2024, a panel of the Inquiry Committee approved a consent agreement between BCCNM and Keomorakath Duong of Coquitlam, B.C. to address practice issues that occurred between Sept. 8, 2022, and June 15, 2023, related to the registrant's failure to appropriately document vital signs and/or perform clinical assessments for patients on a night shift, failure to assist an LPN colleague when the care required exceeded the LPN's scope of practice, failure to properly assess a critically ill patient and accurately document the assessment, and for communicating unprofessionally with a patient, the patient's family member, and a nursing student under their supervision.
The registrant has voluntarily agreed to terms equivalent to a limit and/or condition on their practice, including:
A suspension of her nursing registration for four weeks;
Limits prohibiting her from being the sole RN on duty, working in a critical care or high acuity unit, working for more than one employer, working on more than one nursing unit, working overtime or working more than 1.0 FTE, and providing regulatory supervision for nursing students or other healthcare team members, or orienting new staff to the work environment for six months;
Remedial education in communication, clinical decision-making, professional accountability, cultural safety and humility, health and physical assessment, ethics, and boundaries, and review of the FHA fatigue policy;
Direct supervision of their nursing practice for a minimum of two weeks followed by indirect supervision for three months; and
Developing a learning plan, which will be shared with their supervisor and with BCCNM.
The Inquiry Committee is satisfied that the terms will protect the public.
