On January 24, 2020, a panel of the Inquiry Committee approved a Consent Agreement between BCCNP and Tiang Thien ("Ron") Chan of Vancouver to address practice issues related to:
- Failure to treat a patient in a dignified, professional and ethical manner; communicating to a patient in an unprofessional manner and failing to administer medications in a timely manner.
- Failure to address and adequately treat a vulnerable patient's pain and level of distress for an entire shift because the patient was subject to a Do Not Attempt Resuscitation (DNAR). He also referred to the patient as "hun".
- Failure to address and adequately treat two vulnerable patients' pain for an entire shift leaving one of the patients in pain for an unnecessarily prolonged period of time. Despite seeking additional stat medication orders to treat the pain, the Registrant failed to transcribe and administer the stat medication.
The Registrant has agreed to resolve the matter by way of a Consent Agreement including:
- The cancellation of his registration to practise as a nurse.
- Public notice of the reason for the cancellation.
- An agreement not to apply for reinstatement of registration for at least five years, at which time he would need to meet the character, competence and fitness requirements of registration. Past matters would be considered at that time.
The Inquiry Committee is satisfied that the terms will protect the public.
