​​On January 12, 2021, a panel of the Inquiry Committee approved a Consent Agreement between BCCNM and Melvin Duncan of Kamloops, B.C., to remediate practice issues that occurred in October and November 2019, related to leaving his shift early without permission, using his personal cellular telephone to record footage from the facility video surveillance system of a resident in a vulnerable and undignified situation, and showing the video footage to colleagues.

The Registrant has voluntarily agreed to terms equivalent to a condition on practice, including: a three week suspension, a public reprimand, educational coursework, and meetings with a BCCNM Practice Support Consultant to create a self-reflection tool identifying the circumstances leading to the current issues and preventing their recurrence.

The Inquiry Committee is satisfied that the terms will protect the public.
